Skills, knowledge, experience required:
  • A minimum requirement of a Bachelor's degree at a nationally recognised/certified University in a related discipline and 2 years of post-related experience;
  • OR exceptionally, the lack of a university degree may be compensated by the demonstration of a candidate's particular abilities or experience that is/are of interest to NCIA, that is, at least 6 years of extensive and progressive expertise in duties related to the function of the post;
  • Experience in:
  • Financial management within a customer-funding environment;
  • Planning, preparation and production of budget submissions;
  • Budget execution and resource management;
  • Preparing, conducting and reporting using statistical sampling methods;
  • Knowledge and experience in enterprise resource planning systems, project management processes, procedures and tools.
Duties/role:
  • Acting as financial advisor supporting CSU Norfolk with guidance provided by the DCSUs SPMO;
  • Acting as Fund Manager for assigned allocations and exercises strict financial control during the execution stage of these allocations, ensuring compliance with guidance provided by the DCSUs SPMO, NCIA Financial Controller and NATO and Agency regulations;
  • Developing, screening and updating financial plans for CSU Norfolk and its subordinate organisation;
  • Supporting financial analysis of customer requirements, coordinating the cost estimation and financial planning associated with negotiation of Service Level Agreements (SLA) and Agency Price Proposals;
  • Providing analysis and produces management reports for both internal and external use regarding revenues, costs, variances from targets, productivity and other aspects of management control;
  • Attending Quarterly Service Level Reviews with Customers and DCSUs SPMO;
  • Providing technical advice and functional support to DCSUs SPMO;
  • Identifying and verifying the proper funding categories for all purchases and services requested;
  • Ensuring Customer requirements for CSU Norfolk are in line with agreed SLA;
  • Acting as a Senior Manager for personnel time accounting services based in CSU Norfolk. Advises on personnel management and functional support to Director CIS Support Units, Service Portfolio Management Office, Chief People Officer and other senior managers within the Chief People Office Directorate;
  • Deputizing for higher-grade staff, if required;
  • Performing other duties as may be required.
